Emily Kaplan is the program assistant for the Innovations in American Government Awards Program at the Ash Institute. In 2005, she graduated with a B.A. from Johns Hopkins University. During her undergraduate years, she also worked part-time at the Annie E. Casey Foundation. She was then awarded a United States Fulbright Scholarship in support of graduate study in The Netherlands, where she earned a M.A. in Conflict Studies and Human Rights from Utrecht University. Prior to joining the Ash Institute, Kaplan also pursued internships at the Carr Center for Human Rights Policy at Harvard Kennedy School, the United States Department of State in Washington, D.C., and the United Nations International Criminal Tribunal for Rwanda, headquartered in Arusha, Tanzania.
